Citizenship, triple talaq Bills lapse

Despite the assurance, the Citizenship Bill was listed for Tuesday, the penultimate day of the session. The government claimed that three hours were allotted for debate on the legislation at a meeting in August 2016. But the contentious Bill could not be taken up because of disruptions. On Wednesday, the government made a last-ditch effort. However, at a meeting chaired by Rajya Sabha Chairman Venkaiah Naidu, the Opposition told the government in no uncertain terms not to provoke them. “We told the government if they press for moving the Citizenship (Amendment) Bill, then we will not allow the Finance Bill to be cleared which would have set a wrong precedent,” a senior Opposition MP said. As a quid pro quo, the Interim Budget was cleared by the Upper House without any debate in two hours. The triple talaq Bill that criminalises instant divorce among Muslims has also lapsed. The numbers were clearly stacked against the government with the entire Opposition, except the Biju Janata Dal, ranged against it.
