At the [Calcutta] High Court to-day [September 19] Justices Fletcher and Walmsley disposed of a reference made by the Sessions Judge of the Assam Valley Districts in a case in which Bhalok Neog, a constable and three others were charged with conspiring to extort money. It was alleged that on the 17th March last the accused dressed in khaki uniform went to several villages and told people that they would have to go to the war as coolies. The accused took down the names of villagers, made marks on the walls of their houses and measured the chests of men. Finally one or two accused came back after others had gone and offered to strike off the name of the householder if he would pay something. Several villagers paid various sums of money and they were told that their names had been struck off… Their Lordships convicted the accused and sentenced them to 3 years’ rigorous imprisonment each.
