Context
The Union Government has directed Kerala to prepare and submit a Detailed Project Report (DPR) for the development of seaplane and helipad services in five key waterbodies of the State. This initiative is part of the Regional Connectivity Scheme – UDAN 5.5, aimed at improving last-mile connectivity and boosting regional air transport.

- Mattupetty/Chenkulam Dam

A DPR is to be prepared within three months.
Role of Agencies
- KIIFCON–RITES (JV): Assigned to carry out a feasibility study on airstrip development in Idukki, Wayanad, and Kasaragod districts, and to assist in preparing the DPR.
- State Government: Initiated groundwork and is awaiting the feasibility response from KIIFCON-RITES.
- Centre: Urging speedy submission of DPR for further approval.
UDAN 5.5 Scheme & Seaplane Connectivity
- Part of RCS-UDAN (Ude Desh ka Aam Nagrik) to enhance regional and remote air connectivity.
- Letters of Intent already issued for seaplane services in Andhra Pradesh, Kerala, and Andaman & Nicobar Islands.
