The areas which have been specified are Bengal, Bihar and Orissa, the United Provinces and Delhi, and the officers empowered to issue licenses are the Controller of Hides and the Deputy Controllers of Hides, Bombay and Calcutta. The effect of these notifications will be except so far as licenses may be granted to prohibit independent buying of hides by Madras and Bombay tanners in the areas specified which it should be noticed include the market of Calcutta. The Government have been compelled to take this action in order to ensure the tanners in Madras and Bombay being supplied with a quality and class of hides which when tanned will produce army selections of leather, i.e., leather specially suitable for making army boots and equipment.
