Karnataka impasse continues

Congress, JD(S) Ministers block trust vote citing SC hearing on petitions
Five days after the motion of confidence was moved in the Karnataka Assembly by Chief Minister H.D. Kumaraswamy, a heated debate continued till late on Monday with the ruling coalition partners — the Congress and the JD(S) — locked in an impasse with the Opposition BJP. The Congress and JD(S) leaders continued to seek a postponement of vote on the motion till the Supreme Court hears the pending petitions and till the Speaker K.R. Ramesh Kumar decides on the resignation and disqualification of the rebel MLAs. Former Minister H.K. Patil argued that it is not proper to take up voting when the apex court is seized of the matter and it would amount to “subjudice.” Late in the evening, Mr. Ramesh Kumar served notice on the 15 rebel MLAs to appear before him at 11 a.m. on Tuesday in connection with the disqualification petition against them. Earlier in the day, the Supreme Court refused to hear a petition by two Independent MLAs seeking directions for a floor test by end of the day, and posted the matter for Tuesday. The coalition leaders also argued that the Speaker’s ruling, on a point of order raised by Congress Legislature Party leader Siddaramaiah, that the legislature parties had a right to issue a whip to their members, had also to be taken into account.
