The central government has issued a call for proposals to establish District De-Addiction Centres (DDACs) in 291 underserved districts across 30 States and Union Territories. This initiative is part of the broader National Action Plan for Drug Demand Reduction (NAPDDR).
Overview of the National Action Plan for Drug Demand Reduction (NAPDDR)
The NAPDDR is a centrally sponsored scheme designed to mitigate the harmful effects of substance abuse through a comprehensive approach involving education, de-addiction services, and rehabilitation for individuals and families impacted by drug use.
Key Features:
- Financial Support is extended to:
- State and UT Administrations for initiatives like preventive education, awareness campaigns, capacity development, and drug demand reduction programs.
- Non-Governmental and Voluntary Organizations (NGOs/VOs) for the operation and upkeep of Integrated Rehabilitation Centres for Addicts (IRCAs), Community Peer-led Intervention (CPLI) projects, Outreach and Drop-in Centres (ODICs), and District De-Addiction Centres (DDACs).
- Government Hospitals for setting up Addiction Treatment Facilities (ATFs).
Implementation Period: 2018–2025
Objectives of NAPDDR:
- Raise awareness about the harmful effects of drug abuse, reduce associated stigma, and support social reintegration of affected individuals.
- Enhance capacity and train human resources in the field.
- Promote research, innovation, training, and data collection in drug demand reduction.
- Offer community-based services such as identification, counseling, motivation, de-addiction, aftercare, and rehabilitation, focusing on Whole Person Recovery (WPR).
- Design and implement comprehensive, multi-agency strategies and programs to combat all forms of substance abuse.
- Address the consequences of drug dependence effectively.
