Why in NEWS
The Supreme Court on Wednesday accepted the Centre’s assurance that it does not intend to “touch” the special constitutional provisions protecting the interests of the people of the northeastern States.
The special constitutional provisions
- The northeastern states of India are home to a diverse range of tribal cultures and languages.
- To protect the interests of these people, the Indian Constitution has a number of special provisions.
- These provisions are found in Article 371, the Sixth Schedule, and the Inner Line Permit system.
Article 371
Article 371 of the Constitution contains special provisions for eight northeastern states: Assam, Nagaland, Manipur, Meghalaya, Mizoram, Arunachal Pradesh, Sikkim, and Ladakh. These provisions vary from state to state, but they generally deal with the following matters:
- The protection of tribal rights and interests
- The administration of tribal areas
- The use of tribal languages
- The establishment of autonomous councils
- Sixth Schedule
The Sixth Schedule of the Constitution applies to the hill areas of Assam, Meghalaya, Mizoram, and Tripura. It establishes a system of autonomous councils for these areas, which have control over a range of matters, including land, forests, and education.
Inner Line Permit system
- The Inner Line Permit system is a regulation that restricts the entry of outsiders into certain areas of the northeastern states.
- This system is intended to protect the tribal cultures and environments of these areas.
