India and the Maldives are actively reviewing their Comprehensive Economic and Maritime Security Partnership, a strategic initiative aimed at enhancing bilateral cooperation across various sectors. This partnership, formalized in October 2024 by Indian Prime Minister Narendra Modi and Maldivian President Mohamed Muizzu, underscores the commitment of both nations to regional stability and prosperity.
Key Developments
- High-Level Core Group (HLCG) Meeting: On May 26, 2025, Maldivian Foreign Minister Abdulla Khaleel led his country’s delegation in the second HLCG meeting held in New Delhi. The discussions focused on implementing the joint vision document, emphasizing intensified political exchanges, defense and security cooperation, development partnerships, trade, economy, health, and people-to-people linkages.
- Bilateral Discussions: Foreign Minister Khaleel also held bilateral talks with India’s External Affairs Minister S. Jaishankar to further strengthen diplomatic ties and cooperation between the two countries.
Strategic Significance
- Maritime Security: The Maldives’ strategic location in the Indian Ocean makes it a pivotal partner in India’s ‘Neighbourhood First’ policy and the ‘MAHASAGAR’ vision, which stands for Mutual and Holistic Advancement for Security and Growth Across Regions.
- Economic Collaboration: India has extended significant financial assistance to the Maldives, including a $400 million line of credit and a $100 million grant for the Greater Malé Connectivity Project. Additionally, India rolled over a $50 million treasury bill to aid the Maldives during its economic challenges.
