Overview:

The Government of India has restructured its Skill India Programme by integrating three major schemes — Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0), Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS), and Jan Shikshan Sansthan (JSS) Scheme. An allocation of ₹8,800 crore has been made for its implementation until 2026.

Key Components:

  1. Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0)
    • Offers short-term training and upskilling for individuals aged 15 to 59.
    • Focuses on emerging technologies like AI, 5G, and cybersecurity.
    • Develops a national pool of assessors and trainers for standardised skill development.
  2. Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS)
    • Provides financial incentives to businesses hiring apprentices.
    • Government covers 25% of the stipend (up to ₹1,500 per month) via Direct Benefit Transfer.
    • Targets individuals aged 14 to 35, aiding the transition from education to employment.
  3. Jan Shikshan Sansthan (JSS) Scheme
    • Community-based skill training for women, rural youth, and disadvantaged groups.
    • Offers flexible, low-cost training to promote self-employment and entrepreneurship.
