Context: The Department of Telecommunications (DoT) has recently issued the ‘Telecommunications (Administration of Digital Bharat Nidhi) Rules, 2024.’ These rules are designed to improve the management and execution of the Digital Bharat Nidhi initiative.
- The Universal Service Obligation Fund (USOF), established under the Indian Telegraph Act of 1885, has been renamed as the Digital Bharat Nidhi, following Section 24(1) of the Telecommunications Act of 2024.
Key Provisions of the New Rules
- The newly announced rules define the powers of the administrator and set out the criteria for the allocation and management of funds for various schemes and projects under the Digital Bharat Nidhi initiative.
- Funds will be directed towards enhancing telecom services in underserved and remote regions and providing support to women, people with disabilities, and economically disadvantaged groups.
- The rules promote innovation, the development of indigenous technologies, and sustainable practices, encouraging collaboration between academic institutions, research organizations, start-ups, and industry players.
- Entities that receive funds for the purpose of setting up, operating, maintaining, or expanding telecommunication networks are required to offer telecommunication services on a fair and non-discriminatory basis.
