In his address at Bharat Tex 2025 in New Delhi, the Prime Minister stated that the Rs. 9 lakh crore target can be reached earlier through the vision of the “Five Fs” — farm, fiber, fabric, fashion, and foreign.

Status of the Textile Sector
- Economic Survey 2024-25:
- The textiles and apparel industry contributes 2.3% to the national GDP, 13% to industrial production, and 12% to exports.
- It is a major employment generator with over 45 million people employed directly.
- India is the sixth-largest textile exporter globally and the second-largest producer of textiles and garments. (CII data)
Challenges Facing the Textile Sector
- Expensive Raw Materials: The cost of fiber, which constitutes 60-70% of manufacturing costs, has risen.
- Pollution: The industry contributes to over 10% of global carbon emissions, making it the second-largest industrial polluter.
- Structural Concerns: A fragmented industry with many MSMEs, lack of product diversification, and low productivity compared to competitors like China, Bangladesh, and Vietnam.
Government Measures to Support the Textile Sector
- Mission for Cotton Productivity: Announced in the Union Budget 2025-26 to improve cotton farming’s productivity and sustainability.
- SAMARTH Scheme: Aims to incentivize the creation of jobs in the organized textile and related sectors.
- Scheme for Integrated Textile Parks: Provides world-class infrastructure facilities for setting up textile units.
- GI Tagging for Handloom Products: Includes products like Uppada Jamdani Sarees, Muga Silk, and Kashmir Pashmina.
