Context

NITI Aayog has launched the India Electric Mobility Index (IEMI), the country’s first tool to assess the readiness of states and Union Territories for electric vehicle (EV) adoption.

What is IEMI?
  • A composite index designed to evaluate the maturity of the electric mobility ecosystem across Indian states and UTs.
  • Aims to promote data-driven policymaking and inter-state learning in EV transition.
Key Features
  • Dynamic Scoring: Index scores evolve based on real-time changes in EV policy, adoption rates, and infrastructure.
  • Scoring Range: States/UTs are rated on a 0 to 100 scale, using weighted indicators.
  • Indicators: 16 metrics grouped under three thematic pillars:
    1. Electrification – Assesses EV penetration across private, commercial, and public transport sectors.
    2. Charging Readiness – Evaluates charging infrastructure, grid integration, and station density.
    3. Innovation – Tracks manufacturing capacity, R&D output, and activity in the EV startup ecosystem.
State-wise Performance (2024 Highlights)
  • Overall Top Performer: Delhi, followed by Maharashtra and Chandigarh.
  • EV Deployment Leaders: Delhi, Maharashtra, and Chandigarh.
  • Infrastructure Readiness: Haryana, Karnataka, Ladakh, and Himachal Pradesh.
  • Innovation Leaders: Delhi, Tamil Nadu, Maharashtra, and Karnataka.
  • Small-State/UT Leader: Chandigarh, followed by Goa and Delhi.

  • Promotes Federal Competition: Encourages healthy competition and policy innovation among states.
  • Public Benchmarking: Enhances transparency by enabling progress tracking across regions.
  • Policy Calibration: Informs revision of central schemes like FAME and PLI based on ground-level outcomes.
