Logistics Ease Across Different States (LEADS) 2024 Report

The LEADS 2024 report, released by the Union Minister of Commerce & Industry, is the 6th edition of the series aimed at evaluating the logistics performance across Indian states and Union Territories (UTs). It was conceived by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, and aligns with the World Bank’s Logistics Performance Index (LPI).

Key Features of LEADS 2024:

  • The report evaluates logistics performance across four critical pillars:
    1. Logistics Infrastructure
    2. Logistics Services
    3. Operating and Regulatory Environment
    4. Sustainable Logistics (newly introduced pillar)
  • It highlights initiatives and improvements made by states and UTs in the identified areas, focusing on specific opportunities for informed decision-making and policy formulation.

Key Highlights of LEADS 2024:

Coastal Group:

  • Achievers: Gujarat, Karnataka, Maharashtra, Odisha, Tamil Nadu
  • Fast Movers: Andhra Pradesh, Goa
  • Aspirers: Kerala, West Bengal

Landlocked Group:

  • Achievers: Haryana, Telangana, Uttar Pradesh, Uttarakhand
  • Fast Movers: Bihar, Himachal Pradesh, Madhya Pradesh, Punjab, Rajasthan
  • Aspirers: Chhattisgarh, Jharkhand

North-Eastern Group:

  • Achievers: Assam, Arunachal Pradesh
  • Fast Movers: Meghalaya, Mizoram, Nagaland, Sikkim, Tripura
  • Aspirers: Manipur

Union Territories:

  • Achievers: Chandigarh, Delhi
  • Fast Movers: Dadra and Nagar Haveli and Daman and Diu, Jammu and Kashmir, Lakshadweep, Puducherry
  • Aspirers: Andaman and Nicobar Islands, Ladakh

The report serves as a useful tool for identifying logistics-related opportunities and challenges across different regions, guiding future investments and policy changes to improve India’s logistics sector.
